Stamford Public Schools Announces Administrative Changes at Four Schools

Superintendent Adrian B. Talley, Ed.D., has announced the following administrative changes effective immediately: 

  • Jillian Churchill, from Assistant Principal at Cloonan Middle School to Assistant Principal at Westover Magnet K-8;

  • Tim Foley, from Interim Assistant Principal at Westover Magnet K-8 School to Assistant Principal for Specialized Instruction at Newfield Elementary School and Toquam Elementary School; 

  • Lee-Ann Baranowski, from Assistant Principal for Specialized Instruction (APSI) at Roxbury Elementary and Cloonan Middle School to APSI at Roxbury Elementary and Westover Magnet K-8;

  • Rachael Wiggins, from Assistant Principal for Specialized Instruction (APSI) at Stillmeadow Elementary School to APSI at Cloonan Middle School and Stillmeadow. 

Ms. Churchill’s position at Cloonan was eliminated during the FY27 budget cycle, and she was placed at Westover Magnet K-8 pursuant to the contract between the BOE and the Stamford Administrative Unit. The remaining changes were made to fill vacancies or to otherwise adjust staffing based on the needs in each school community.

Jillian Churchill, Assistant Principal

Jillian Churchill was appointed the Assistant Principal at Westover Magnet K-8 in July 2026 after having served as the Assistant Principal at Cloonan Middle School since 2021. She began her career as a third grade teacher at Newfield Elementary School and later taught sixth grade English Language Arts at Scofield Magnet Middle School and sixth grade science and social studies at Cloonan Middle School. She was the Administrative Intern at Cloonan in 2020-21. 

Churchill earned a Bachelor of Arts in English from Central Connecticut State University and a Master of Arts in Elementary Education from Fairfield University. 

She is certified by the Connecticut State Department of Education in K-6 Elementary Education (013) and K–12 Intermediate Administration or Supervision (092). 

Churchill received the Stamford Public Schools Spotlight on Teaching Award in 2020.

Tim Foley, APSI at Newfield Elementary and Toquam Elementary 

Tim Foley became an Assistant Principal for Specialized Instruction in July 2026 after serving as interim Assistant Principal at Westover Magnet School in 2025-26. He has more than 20 years of experience as a math teacher, math coach and International Baccalaureate Programme Coordinator with Rogers International School. 

Foley earned a Bachelor of Science in Economics from the State University of New York at Buffalo, a Masters of Science in Elementary Education from the University of Bridgeport, a Master of Arts in Math Education Grades 5-9 from Western Governors’ University, and a Sixth-Year Certificate in Intermediate Administration from Sacred Heart University. 

He is certified by the Connecticut State Department of Education in Technology/Unified Arts Education PreK–12 (047), Elementary Education PreK-6 (005), Middle School Mathematics Grades 4-8 (229), and K–12 Intermediate Administration or Supervision (092).

Lee-Ann Baranowski, Roxbury Elementary and Westover Magnet K-8

Lee-Ann Baranowski became an Assistant Principal for Specialized Instruction in 2025 after having served as the IEP Compliance Teacher for Middle Schools in the Stamford Public Schools Teaching & Learning Department, where she worked with teachers and administrators at the five comprehensive middle schools 

She began her career as a first grade teacher at P.L. Dunbar School in Bridgeport, and was a special education teacher, first grade teacher, and kindergarten teacher at Springdale Elementary School in Stamford. Baranowski was also a Summer School Teacher for Stamford Public Schools for seven years, and also has served as a TEAM Mentor to new SPS educators. 

Baranowski earned a Bachelor of Arts in Psychology and a Bachelor of Science in Elementary Education from Southern Connecticut State University, a Master of Arts in Special Education from Fairfield University, and a Sixth-Year Diploma in Educational Administration and Supervision from the University of Bridgeport. 

She is certified by the Connecticut State Department of Education in Elementary Education Grades K-6 (013), PreK-Grade 12 Comprehensive Special Education (165) and K–12 Intermediate Administration or Supervision (092). 

Dr. Rachael Wiggins, APSI at Cloonan Middle School and Stillmeadow Elementary

Dr. Rachael Wiggins became an Assistant Principal for Specialized Instruction in 2025. She joined Stamford Public Schools (SPS) as a fifth grade teacher at Stillmeadow Elementary in 2016, where she later worked as a special education teacher, the Scientific Research-Based Interventions (SRBI) Instructional Support Teacher, IEP Compliance and Specialized Reading Team Leader, and Multi-Tiered System of Support Specialist (MTSS). 

Prior to joining SPS, she spent four years with the New York City Department of Education as a first grade teacher, creative writing teacher, and 5th grade teacher at The Edward A. Fogel School for Critical Thinking (PS 68). She began her teaching career with the Archdiocese of New York, where she was a middle school English Language Arts (ELA) teacher at St. Mark the Evangelist School and Visitation School. 

Wiggins earned a Bachelor of Arts in Sociology from College of the Holy Cross, a Master of Science in Education in Childhood and Special Education from Manhattan College, a Certificate of Advanced Study in Educational Leadership and a Doctorate in Educational Leadership from the University of Bridgeport, and is currently pursuing a Certificate in Remedial Reading from Sacred Heart University. 

She is certified by the Connecticut State Department of Education in PreK-Grade 12 Comprehensive Special Education (165), 1-6 Elementary Education (305), and K–12 Intermediate Administration or Supervision (092).
